Fred Kuhlman has over 25 years of experience in the Out of Home (OOH) advertising industry. He began his career in publishing and database marketing before joining Viacom Outdoor Netherlands (now Global Media & Entertainment) in 1999, where he served as Managing Director. 

 

In 2004, Fred co-founded Nationaal Adviesbureau Buitenreclame (NABB), a specialist consultancy advising cities, municipalities and public authorities across the Netherlands and Belgium on outdoor advertising policy, procurement, concession management and urban media strategies. 

 

Over the past 20 years, Fred has led and advised on numerous OOH tenders and strategic projects for major cities, helping maximize public value through revenue optimisation, sustainability, circularity, energy efficiency and smart city initiatives. 

 

 

In addition, Fred is a Partner at OOH Capital which is an international consultancy specialising in the Out of Home advertising sector. The firm advises cities, transport authorities, media owners and investors on urban media strategy, commercial development and procurement. Its partners combine deep local market knowledge with extensive international experience.
